Obviously, the developers of this scam game, which looks like a cobbled-together collection of free-to-play assets, want to make money from inattentive users. The game has AI translation into 100500 languages and it is very bad.
Judging by the inscriptions in Russian and the number of Zhiguli and other Soviet junk in the frame, the developers of Post Soviet Strike: Chernobyl Legacy are Russians. I could say "let it live", but I propose to report this game to Steam for misleading users.
